Attorney Breaks Silence On Medical-Marijuana Battle - 420 Magazine™

Attorney Breaks Silence On Medical-Marijuana Battle - 420 Magazine™: "Medical-cannabis patients and providers should expect ongoing persecution in California. However, media backlash due to the nearly half-year-old federal crackdown is affecting at least one prominent drug warrior: United States Attorney for the Eastern District of California Benjamin Wagner.

Wagner broke the Department of Justice’s near silence with regard to the crackdown during a candid, hour-long talk and question-and-answer session last Tuesday at a Sacramento Press Club luncheon. The $30-a-plate affair took place on the 15th floor of 1201 K Street, and inside, Wagner admitted that the cannabis cleanup was the idea of the four U.S. Attorneys in California, not Washington, D.C.

The four were upset because of what Wagner called “flagrant” marijuana sales in the state. So they declared war on medical marijuana last October, sending out hundreds of forfeiture-warning letters to dispensaries across California. His office is in the process of seizing at least one dispensary in Sacramento, while officials have closed more or less every dispensary in Sacramento County."

N.H. House Narrowly Votes To Decriminalize Marijuana Possession - 420 Magazine™

N.H. House Narrowly Votes To Decriminalize Marijuana Possession - 420 Magazine™: "N.H. House Narrowly Votes To Decriminalize Marijuana Possession
permalink
The New Hampshire House has narrowly passed a bill to decriminalize a person's first two marijuana possessions under one-half ounce.

Republican Speaker Bill O'Brien abstained from voting, allowing the bill to squeak by with a 162-161 vote.

First offenses would be violations punishable by a $250 fine. The second would be $500. Subsequent offenses would be misdemeanors subject to a year of jail time and a $1,000 fine. Offenders under 21 could also be ordered to take a drug awareness program.

All offenses are currently misdemeanors punishable by up to a $2,000 fine and a year in jail.

Fourteen other states have decriminalized marijuana, according to the National Organization for the reform of Marijuana Laws, including Massachusetts, Maine and Connecticut.

Gov. John Lynch has traditionally looked unfavorably on such bills."

Whitney Houston's Passing Prompts Call For Drug Policy Reform - Toke of the Town

(Blogger's note: I disagree with these deaths named being used for the argument to "legalize drugs". I agree with the premise the argument is based upon but for starters the circumstances behind each death - especially the still unknown status of the cause of Whitney's death - are off base for any merit. Yes, readers, I'm disagreeing with an argument in favor of the cause. Let's be real if we want people to take us seriously. This can be knocked down in so many ways. #1 Michael was murdered. #2 Amy Winehouse would have been in the same predicament as she already was if it was legal "like in Amsterdam" or not. Britain, London to be exact, where she died has similar marijuana policies, etc. ....... two down, and unknown cause to go. Need I say more? Holes everywhere in this!)

Whitney Houston's Passing Prompts Call For Drug Policy Reform - Toke of the Town: "Over the weekend, as news of the tragic passing of Whitney Houston spread, speculation about the cause of death and the award-winning singer's history of drug use caused many people to reconsider our nation's failed war on drugs. Among them was fellow singer Tony Bennett, who called on attendees of a pre-Grammy gala to join him in the fight to end drug prohibition."

Marijuana Laws Would Ban Employers From Firing Medical Users, Loosen Penalties For Growing: Sacramento Lobbyists Block 'Em - Los Angeles News - The Informer: "You, the people, are in favor of laws that make it easier for medical pot users to keep their jobs and that make growing weed a possible misdemeanor.
But the reality of politics in Sacramento often has little to do with your will. Business lobbyists and police organizations are trying to block two such bills in the state legislature.

And time is running out:

SB 129 by California Sen. Mark Leno would override a state Supreme Court decision that allows employers to test for marijuana and fire even state-legal medical users."

Active Duty Cop Blogs About Drug War Anonymously: "One such officer has started writing a blog for the group Law Enforcement Against Prohibition. His first piece is posted now and it details why he felt the need to begin speaking out, even if it is behind the shield of anonymity.

For those of us in law enforcement, we are quite sensitive and aware as to the consequences of publicly joining LEAP. For those not in law enforcement, a further explanation is in order. Allow me to describe why active duty cops generally do not speak out publicly regarding the harm from drug prohibition, even when they know it is wrong. Let us begin with the viewpoint of your average person in law enforcement."

ABSTRACT: Neuropathic pain affects between 5% and 10% of the US population and can be refractory to treatment. Opioids may be recommended as a second-line pharmacotherapy but have risks including overdose and death. Cannabis has been shown to be effective for treating nerve pain without the risk of fatal poisoning. The author suggests that physicians who treat neuropathic pain with opioids should evaluate their patients for a trial of cannabis and prescribe it when appropriate prior to using opioids. This harm reduction strategy may reduce the morbidity and mortality rates associated with prescription pain medications."

Kansas House To Consider Medical Marijuana Bill

Kansas House To Consider Medical Marijuana Bill: "Tuesday, January 17, 2012

A bill that would legalize the use and sale of marijuana for medical conditions will go before a Kansas House of Representatives committee later this month.

House Bill 2330 would establish the Cannabis Compassion and Care Act which would allow patients of certain debilitating medical conditions to use marijuana legally. Patients would issued identification cards and the drug would be sold at registered businesses.

Fifteen other states have legalized medical marijuana. Supporters of the bill say marijuana is a proven natural medication for those with many diseases, including glaucoma, cancer, HIV/AIDS, hepatitis C, Crohn's disease and multiple sclerosis. They say the bill would also bring needed revenue into the state.

A hearing for HB 2330 is scheduled before House Health and Human Services Committee on January 24."

Cannabis & Human Immunodeficiency Virus (HIV)

Cannabis & Human Immunodeficiency Virus (HIV): "The human immunodeficiency virus is a retrovirus that invades cells in the human immune system, making it highly susceptible to infectious diseases. According to the World Health Organization, over 500,000 Americans have died from HIV/AIDS and over one million US citizens are living with the disease.

Survey data indicates that cannabis is used by as many one in three North American patients with HIV/AIDS to treat symptoms of the disease as well as the side-effects of various antiretroviral medications.[1-4] One recent study reported that more than 60 percent of HIV/AIDS patients self-identify as "medical cannabis users."[5] Patients living with HIV/AIDS most frequently report using cannabis to counter symptoms of anxiety, appetite loss and nausea, and at least one study has reported that patients who use cannabis therapeutically are 3.3 times more likely to adhere to their antiretroviral therapy regimens than non-cannabis users.[6]

Clinical trial data indicates that cannabis use does not adversely impact CD4 and CD8 T cell counts[7-8] and may even improve immune function.[9-10]"

First of all it was announced Switzerland will permit its residents to grow up to 4 cannabis plants each, in a bid to remove prospective customers from the drug dealers queue.
Then right at the end of the year the Basque Parliament in Spain announced it would move to regulate the supply and possession of cannabis, essentially legalizing the much maligned cannabis plant in all but name. Which is all exciting stuff, but what about the United Kingdom? Right?"

Shortly before Christmas, Colorado became the fourth state to ask the U.S. Drug Enforcement Administration to reclassify marijuana as a narcotic in the same league as heavyweight painkillers including oxycodone. The governors of Washington and Rhode Island filed a formal petition with the agency in November, and Vermont signed onto that request shortly afterward.
All four are among the sixteen states and the District of Columbia that have laws on the books that allow the medical use of marijuana, even though the drug remains illegal under federal law. Meanwhile, federal authorities have asserted their power by raiding dispensaries in states including California and Washington."

Marijuana Use Not Associated With Residual Cognitive Decline Later In Life: "Thursday, 12 January 2012

London, United Kingdom: Cannabis use does not appear to have residual adverse effects of cognition or memory, according to trial data published last week in the American Journal of Epidemiology.

Researchers at the Kings College, School of Medicine in London investigated the prospective association between self-reported illicit drug use and cognitive functioning during the mid-adult years. A total of 8,992 participants who were surveyed at 42 years of age in the National Child Development Study (1999-2000) were included in the study.

Authors analyzed data on three cognitive functioning measures (memory index, executive functioning index, and overall cognitive index) when the participants were 50 years of age (2008-2009). Multivariable regression analyses were performed to estimate the association between different illicit drug use measures at 42 years of age and cognitive functioning at 50 years of age."

San Francisco, CA: Exposure to moderate levels of cannabis smoke, even over the long-term, is not associated with adverse effects on pulmonary function, according to clinical trial data published Tuesday in the Journal of the American Medical Association (JAMA).

Investigators at the University of California, San Francisco analyzed the association between marijuana exposure and pulmonary function over a 20-year period in a cohort of 5,115 men and women in four US cities.

Predictably, researchers "confirmed the expected reductions in FEV1 (forced expiratory volume in the first second of expiration) and FVC (forced vital capacity)" in tobacco smokers. By contrast, "Marijuana use was associated with higher FEV1 and FVC at the low levels of exposure typical for most marijuana users. With up to 7 joint-years of lifetime exposure (e.g., 1 joint/d for 7 years or 1 joint/wk for 49 years), we found no evidence that increasing exposure to marijuana adversely affects pulmonary function.""

Govt Study Proves THC From Cannabis Destroys Leukemia, Breast And Lung Cancer Cells » Bayareacannabis: "Is lipid signaling through cannabinoid 2 receptors part of a protective system?

Laboratory of Physiologic Studies, National Institute on Alcohol Abuse and Alcoholism, National Institutes of Health, Bethesda, MD 20892-9413, USA. Pacher@mail.nih.gov

Abstract

The mammalian body has a highly developed immune system which guards against continuous invading protein attacks and aims at preventing, attenuating or repairing the inflicted damage. It is conceivable that through evolution analogous biological protective systems have been evolved against non-protein attacks. There is emerging evidence that lipid endocannabinoid signaling through cannabinoid 2 (CB₂) receptors may represent an example/part of such a protective system/armamentarium. "

Retracting a study doesn’t mean its conclusion is false « Drug WarRant

Retracting a study doesn’t mean its conclusion is false « Drug WarRant: "Remember the RAND study that found that crime increased in areas after medical marijuana dispensaries were shut down? RAND made no causality claims, only correlation, yet the results enraged certain political entities, most notably the L.A. city attorney’s office.

After a lot of pressure, RAND retracted the study. In their news release, they said that the reason they voluntarily retracted it was that they “determined the crime data used in the analysis are insufficient to answer the questions targeted by the study.”

They did not find contradictory information, or any reason to necessarily doubt the findings, but rather decided that the amount of data was insufficient to make the conclusions solely based on that data. They claimed they intended to redo the study with more data, but we’ve heard nothing since.

What’s interesting, of course (though not at all surprising) is the way the retraction has been seen by some as a kind of proof that the findings were false – that, in fact, the closing of dispensaries were not followed by an increase in crime."

The study, carried in the American Journal of Epidemiology, tested the mental function and memory of nearly 9,000 Britons at age 50 and found that those who had used illegal drugs as recently as in their 40s did just as well, or slightly better, on the tests than peers who had never used drugs.

Marijuana was by far the most common indulgence for the participants -- who were surveyed at age 42 about current or past drug use, then tested at age 50 -- with six percent saying they had used it in the past year, while one-quarter said they had ever used it."
